In Republic of Moldova Taraclia according the official data live 15 thousands people, (about 5000 families).
Total number of children before 15 years √ 4815.
Total number of the unemployed √ 1625.
The number of families which parents have left Moldova for earnings √ 445,
629 poor families, from which are registered:
• Poor families with 3 and more children up to 18 years - 238.
• Incomplete families - 109.
• Lonely mothers - 21.
• Families from group of social risk - 147.
• Families where children have remained without care of parents - 445.
• Children invalids till 16 years √ 81.
• In these 629 families 1358 children are brought up.

But it▓s only the official data. In reality it is three times more.

All these children have different problems:
• Absence of a food.
• Absence of clothes and footwear.
• Conflicts with parents, abnormal behavior and criminality.
• Low educational skills, low frequency.
• Soul tragedy.
• Sick children

3. Down▓s syndrome (undeveloped intellectual and physical abilities).
4. Organic defeat CNS.
5. Hepatitis, cirrhosis of a liver, pyelonephritis, stomach ulcer, gastritises.

7. Infringement of bearing, scoliosis.
8. Backlog in physical development
9. Neurosises, depressive syndrome, phobias, etc. psychopath

First step in the solution of the problem of socially unprotected children there was a creation of the Center of Rehabilitation and social protection of children of group of risk "окюлзве".

Due to the help of people and economic agents we have collected 75 thousand dollars and have taken the first step √ reconstructed up to a level necessary to protect children, requiring help.

This money was spent repair the old destroyed building and the most necessary equipment has been purchased. The center of Rehabilitation was opened in October, 2003.

The center of Rehabilitation is open for rendering social, pedagogical and medical services, education and the organization of leisure to children in the age of from 4 - 18 years of group of risk.
For one year of work have passed rehabilitation of 121 children.

There are more of such examples.
From the operational experience, it is visible that, the Center of Rehabilitation cannot solve a problem of children without the sponsor's help. There are vital problems which demand the urgent decision.

• Children without physical abilities (джо, heart diseases, etc.), living far from the Center 10 - 20 kilometers suffering from difficulties with transport cannot attend the Center.
The infrastructure of the local region is quite bad and that is why it difficult to solve the transport problem. In bad weather, in rain, attendance of the Center strongly falls. To solve this problem it is necessary a minibus (11-13 places) and fuel for the Center.

• The food is given to children three times a day and is free of charge. Due to the low financing, only 0.4 dollar is allocated to a child. (For comparison, 1 liter of milk is 0,5 dollars, 1 kg of meat √ 4 dollars, bread - 400 grams √ 0,25 dollars). But it is not enough. Children do not receive fish, eggs, meat. Children also need some fruits and vegetables. Children who are not fed well at their homes also attend the Center. For the minimal maintenance of needs of the child in a day it is necessary a minimum 3 dollars. The urgent sponsor's help is necessary to improve the children▓s nutrition.

• Children are very badly dressed. The footwear is damaged, no jumpers, warm clothes are old and torn.

• Children attend the lessons which take place in the Center. We suffer from the constant shortage of the writing goods.
The writing goods are necessary for the center. Fabrics are necessary for evaluation of work, sewing stock of a thread.

• The center requires in equipment to carry out physiological treatment. Now, only paraffin applications are carried.
Also many children require such procedures as electroforese сбв, стн, etc.

• For medical rehabilitation needs are necessary some operative treatments for children with, dysplasy, deformation of bones.

• Children with a high degree of physical inability cannot be without parents in the Center. They quickly get tired, during the lunchtime should sleep. There is no any bedroom in the Center for the children who get tired very quickly, there are no beds as well. Rehabilitation within 6 months for such children is insufficient. Children invalids of an average degree of weight develop better and quickly. On expiry of the term of 6 months they come back home having no freedom to go out, because parents have to work. Proceeding from this, there was a necessity to open 2 groups for long rehabilitation of invalid children. The child could go to this group before he is 18 years old.
One group for invalids with a heavy degree of physical inability is needed to be formed, another for children of invalids with an average degree of physical inability. Local Government has provided the Center with two-floor block in a typical kindergarten ╧ 2. Each floor allows placing one group. It is necessary to repair it. The roof is damaged; there is no heating, warm water, bad windows, doors, a cement floor. There is no necessary furniture and linen, sports stock, toys, invalid carriages, a functional table for massage, massage balls.

• The center of Rehabilitation is an one-floor building, 320 m2 are designed for 40 visitings. The kitchen is not present due to the lack of space. The room where kitchen is now is for heating and distribution of the food. A dining hall is for carrying out of holidays, has an area of 35 m2, that is very small. We also can not take on rehabilitation children from other areas as there is no place to sleep. There are no workshops where it was possible to train children in work. There was a necessity for one more building for the Center. On the territory of the Center there is a private house. This house has been taken by the local Government and was destroyed. On it▓s place it is planned to construct a two-floor building where an assembly hall, kitchen, a dining room, workshops, a warehouse, on the second floor a bedroom are planned to be made. The financial help is necessary for realization of these plans.
